What is Headquarters?

In short

The country where a provider keeps its head office, recorded as a two-letter ISO country code.

Headquarters means the country a provider is run from, and the ISO two-letter code makes it comparable at a glance. Location shapes things that matter to a buyer: which authority a company answers to, how support hours line up with yours, and where contracts are signed. 01.AI (Yi) and 21Vianet are both registered in CN and CN, so their home market is that country. 1Gbits lists LT, 3v-Hosting UA and A1 Digital AT. Note that a headquarters says nothing about where the servers run, which is a separate check.
